One of the first — and most permanent — decisions you make when creating your Google Play developer account is the account type: Personal or Organization. You cannot switch later, so it pays to understand the difference before you click.
The single biggest factor is the D-U-N-S number: mandatory for every Organization account in 2026, and impossible to skip for finance, health, government and VPN apps.

No going back: Google does not let you convert a Personal account into an Organization account (or vice-versa). If you're building for a registered company, start as an Organization from day one.
What Is a D-U-N-S Number & How to Get It
A D-U-N-S number is a unique 9-digit business identifier issued by Dun & Bradstreet. Google uses it to verify that your organization is a real, registered legal entity.
Many registered companies are already in the D&B database. Search first — you may not need to apply.
Request a D-U-N-S number from Dun & Bradstreet at no cost. Have your legal name, address and registration documents ready.
Issuance can take from a few days up to several weeks. The name and address must match your Play Console details exactly.
Tip: Apply for the D-U-N-S number before you start the Play Console signup so you're not blocked mid-registration.
Which One Should You Choose?
- Choose Personal if you're an individual developer or freelancer publishing your first app and want the fastest path. You'll need to pass the closed testing requirement (12 testers / 14 days).
- Choose Organization if you represent a registered company, or your app falls into finance, banking, crypto, health, government or VPN categories — where an Organization account is effectively mandatory.
