Since November 2023, every new Personal Google Play developer account must complete a closed test with 12 testers who stay opted-in for 14 consecutive days before the app can be promoted to production. This is the step that blocks most first-time publishers.

At least 12 unique testers must opt in to your closed track.
14 days
They must remain opted-in continuously for 14 days — not just install once.
Then apply
Only afterwards can you apply for production access.
This requirement applies to Personal accounts. Organization accounts with a D-U-N-S number are exempt.
Setting Up a Closed Test
In Play Console → Testing → Closed testing, create a new track and upload your app bundle (AAB).
Add testers by email, or share the opt-in web link / Google Group. You need 12 who stay opted in.
Each tester accepts the invite and installs from the test link on their own device.
Do not drop below 12 opted-in testers during the window.
After 14 continuous days, the "Apply for production" button unlocks.
Mistakes That Reset the 14 Days
- Dropping below 12 testers — if testers opt out, the count breaks.
- Fake or incentivised engagement — Google detects artificial installs and can suspend the account. See why apps get suspended.
- Testers who never actually install — an opt-in without an install doesn't count.
- Using the same few devices/accounts — testers should be genuinely distinct.
